Host Agreement

This agreement outlines the roles and responsibilities of the parties involved in the delivery of Vocational Education and Training (VET) programs.

It sets out the terms and conditions of engagement between a Registered Training Organisation (RTO) and a host organisation, which may include a Queensland government school, a non-government school, a school based in another Australian state or territory, an association, or another business entity, for the provision of training and assessment services.

1 Terms of Reference

Agreement Means this document, including any annexures or attachments, which outlines the terms and conditions for the delivery of Vocational Education and Training (VET) services between the Registered Training Organisation (RTO) and the Host School.
AQF Means the acronym for the 'Australian Qualifications Framework', the national policy for regulated qualifications in Australian education and training
Assessment Services Means the agreed process undertaken by the RTO to assess an individual’s competence against the requirements of a training product, leading to the issuance of AQF certification (qualifications or statements of attainment).
Confidential Information Means information, including Personal Information, disclosed by or on behalf of a party that is:
  1. by its nature confidential, or disclosed in circumstances that would reasonably be considered confidential; or

  2. identified as confidential by the disclosing party;

    but does not include:

  3. information that is or becomes public knowledge other than through a breach of this agreement; or

  4. information that is lawfully received from a third party or already known to the receiving party without an obligation of confidentiality.

Educational and support services May include, but are not limited to:
  1. pre-enrolment information and guidance

  2. study support and academic skills programs

  3. language, literacy and numeracy (LLN) support or referral

  4. resources, tools, or adjustments to increase access for learners with disability or barriers to learning

  5. access to learning resource centres or virtual libraries

  6. mediation services or referrals

  7. flexible scheduling or delivery options

  8. counselling and wellbeing referrals

  9. information and communications technology (ICT) assistance

  10. learning materials in alternative formats (e.g., large print)

  11. contextualised training and assessment aligned to workplace needs

  12. any other services the RTO deems necessary to support learner success

Fee Means the amount payable by the Host School or Client in relation to the Services described in this Agreement or associated pricing documentation.
Host Organisation Means the school, college, association, business, or other organisation entering into this Agreement with the RTO for the delivery of VET services.
Intellectual Property Means all present and future copyright, registered and unregistered trademarks, patents, designs or rights and any other intellectual or industrial property rights, discoveries, inventions, secret processes or improvements in procedure of any kind whether arising from statute, under common law or in equity.
Parties Means the organisations that are signatories to this Agreement
Personal Information Has the meaning given to that term in the Privacy Act 1988 (Cth).
Personnel Means employees, contractors, officers directors, agents and subcontractors.
Privacy Laws Means:
  1. the Privacy Act;

  2. the Australian Privacy Principles (or APPs) contained in schedule 1 of the Privacy Act; and

all other applicable laws, regulations, registered privacy codes, privacy policies and contractual terms in respect of the processing of Personal Information
RTO Means a Registered Training Organisation approved by the Australian Skills Quality Authority (ASQA) in accordance with the National Vocational Education and Training Regulator Act 2011 (NVR Act) and the Standards for Registered Training Organisations (RTOs) 2025.
Scope of Registration Means the approved list of nationally recognised training products (qualifications, skill sets, and units of competency) that the RTO is authorised by ASQA to deliver and/or assess under its registration.
Statement of Attainment Means the AQF certification document issued by an RTO to confirm that an individual has successfully completed one or more units of competency from a nationally recognised training product that is within the RTO’s scope of registration.
Standards for RTOs 2025 Means the Standards for Registered Training Organisations (RTOs) 2025, issued by the Australian Government under the National Vocational Education and Training Regulator Act 2011. These standards outline the outcomes and obligations that RTOs must meet to ensure high-quality training and assessment, including specific requirements for governance, learner support, third-party arrangements, and continuous improvement.
Service Level Agreement (SLA) Means a non-funded arrangement between the RTO and a school or client for the delivery of VET programs on a fee-for-service basis. Under this agreement, Blueprint Career Development is solely responsible for the delivery and assessment of the training product, and the school provides support services such as promotion, enrolment coordination, or facilities (as agreed). This is not considered a third-party arrangement under the Standards for RTOs 2025.
Student Means a school-enrolled learner who is participating in a Vocational Education and Training (VET) course delivered under this Agreement, regardless of school type or jurisdiction.
Training package Means a set of nationally endorsed training components developed by Jobs and Skills Councils (or their delegate) in accordance with the Standards for Training Packages. A Training Package includes units of competency, assessment requirements, qualifications, and credit arrangements, and supports the delivery and assessment of nationally recognised training.
Third-party agreement” or “third-party arrangement Means a formal agreement between the RTO and a Host School (or other party) under which the Host School provides delivery-related services on behalf of the RTO. This may include activities such as marketing, student enrolment coordination, classroom supervision, or provision of facilities, and may also include training and/or assessment. Such arrangements must be documented, comply with the Standards for RTOs 2025, and clearly define the responsibilities of each party.
USI Is the acronym for Unique Student Identifier and refers to a nationally assigned number that enables a student to access their VET training records and results. A USI is required for all students undertaking nationally recognised training in Australia and must be provided before a qualification or statement of attainment can be issued.
Vocational Competence Means broad industry knowledge and experience, typically combined with a relevant industry qualification, that ensures a person is familiar with the content of the vocation and possesses current, directly relevant industry experience to the training being delivered or assessed.
VET course Means a program of study that leads to nationally recognised training outcomes and may consist of:
  1. units of competency from a training package endorsed by the Australian Government;

  2. modules from a VET-accredited course approved by a VET Regulator; or

  3. modules from a course accredited by a VET Regulator in a non-referring state.

2 Background

The RTO is a Registered Training Organisation, approved by the Australian Skills Quality Authority (ASQA) to deliver nationally recognised VET qualifications. The RTO operates in accordance with the Standards for Registered Training Organisations (RTOs) 2025.

The Host School is an Australian school (government, independent, or non-government) entering into this Agreement to support the delivery of VET programs to enrolled students.

The RTO has qualified trainers and assessors, as well as the necessary training and assessment resources, to deliver and assess the training products agreed under this arrangement.

The Parties are entering into this Agreement to define their respective roles and responsibilities in the delivery of VET programs, in compliance with the Standards for RTOs 2025 and any relevant regulatory or funding requirements.

The Host School acknowledges that it has been made aware of its obligations under the Standards and agrees to cooperate with the RTO to ensure compliance throughout the term of this Agreement.

3 Agreement Definitions

3.1 In this Agreement:

(a)Commencement Date means the date on which the last party signs this Agreement, as shown on the front page.

(b)Course means a unit of study that forms part of a nationally recognised training product (qualification, skill set, or accredited course).

(c)Course Fee means the total tuition and associated costs for the delivery of the agreed training product(s), as published by the RTO or outlined in this Agreement.

(d)Marketing Material means any print or digital content available to a Prospective Student prior to enrolment. This includes advertisements, brochures, web content, social media, business cards, merchandise, and signage.

(e)Mark means any logo, trademark, design, or branding element owned by or associated with the RTO.

(f)Prospective Student means a person who is considering enrolment and has taken steps toward applying for or receiving information about a VET course.

(g)Services means the training, assessment, enrolment, support, and administrative services provided under this Agreement.

(h)Student means an individual formally enrolled in a VET course delivered under this Agreement.

(i)RTO means the Registered Training Organisation, approved by ASQA, that is party to this Agreement.

3.2 In this Agreement, unless the contrary intention appears

(j) Headings are for ease of reference only and do not affect the meaning or interpretation of this Agreement

(k) The singular includes the plural and vice versa and words importing a gender includes other genders

(l) Other grammatical forms of defined words or expressions have corresponding meanings

(m) 'Including' and similar expressions are not words of limitation

(n) Money is in Australian dollars unless otherwise stated

(o) Any attached annexures or referenced documents form part of this Agreement. Where there is a conflict between the main body of the Agreement and an annexure, the Agreement will prevail.

General responsibilities of the RTO

3.3 The RTO warrants that:

3.3.1 It is accredited to provide the Services and

3.3.2 The provision of Services will, throughout this agreement, comply with the VET Quality Framework and the Standards for RTOs 2025.

3.3.3 It is complying with the requirements of the Standards for RTOs, the Australian Qualifications Framework.

3.3.4 It will only deliver VET courses that are included on its current scope of registration.

3.3.5 It will meet all required data and reporting obligations in accordance with the Standards for RTOs 2025.

3.3.6 It will notify ASQA within 30 days of entering into, or cancelling, this written agreement with the Host School.

3.4 The RTO will provide all services in a proper, timely, and efficient manner, exercising due care, skill, diligence, prudence, and foresight in accordance with all applicable regulatory requirements and the reasonable expectations of an experienced provider.

3.5 The RTO will act in good faith and in the best interests of the Host School, ensuring the delivery of services meets the highest standards of quality and professionalism.

3.6 If the RTO becomes, or is likely to become, unable to deliver any or all of the services under this Agreement, it will notify the Host School immediately and work collaboratively to implement an appropriate resolution.

3.7 Throughout the term of this Agreement, the RTO will ensure that all personnel involved in the delivery of services maintain a current and satisfactory Working with Children Check (e.g. Blue Card or equivalent in other jurisdictions) and will provide evidence of compliance to the Host School or relevant education authority upon request.

4 General Responsibilities of the Host School

4.1 The Host School agrees to abide by the conditions set within this Agreement.

The Host School will provide the RTO with non-exclusive access to the Host School’s premises and facilities, including where applicable, access to the Host School’s equipment, tools and resources specified in this Agreement, as is reasonably necessary for the RTO to perform its obligations pursuant to this Agreement.

4.2 The Host School must respond appropriately to the RTO’s monitoring activities and corrective and preventative action and understands the grounds for termination of the Agreement.

4.3 The Host School must accurately promote the Services the RTO and uses current marketing materials as supplied by the RTO.

4.4 The Host School as part of the constructive partnership, accepts responsibility for:

4.4.1 Provide the RTO with completed enrolment forms (using the RTO’s template) where enrolment is coordinated by the Host School under a third-party arrangement.

Note: This requirement does not apply for Fee-for-Service programs, where students complete online enrolment directly with the RTO.

4.4.2 Cooperate with the RTO and relevant regulatory bodies (e.g. ASQA) by providing accurate responses about service delivery.

4.4.3 Ensure any training or assessment (if applicable) is delivered on behalf of the RTO, and never under the Host School’s name.

4.4.4 Not advertise VET programs in its own name.

4.4.5 Ensure students are enrolled as students of the RTO.

4.4.6 Ensure qualifications and statements of attainment are issued in the name of the RTO.

4.4.7 Act in a competent, ethical, and professional manner.

4.4.8 Consider and follow guidance provided by the RTO.

4.4.9 Comply with all procedures outlined in this Agreement.

4.4.10 Promptly notify the RTO of any issues, incidents, or concerns that may affect service delivery.

4.5 Delivery of Multiple Qualifications
The Host School may deliver more than one qualification under this Agreement, using different delivery models (e.g., Third-Party Agreement and Service Level Agreement). Each qualification is governed by the specific terms of its associated delivery model, as outlined in the corresponding schedule. The Host School agrees to meet the training, assessment, professional development, and compliance obligations applicable to each model selected.

5 Delivery of services

5.1 Marketing and recruitment

5.1.1 The RTO is responsible for the marketing of its education and training services. The RTO must ensure that all marketing is conducted in a professional manner and maintains the integrity and reputation of the VET sector and registered training providers.

5.1.2 Where the Host School supports marketing and recruitment, the Host School must:

5.1.2.1 Clearly identify the RTO’s name and RTO ID in any written or electronic marketing materials directed at students;

5.1.2.2 Not provide false or misleading information about:

• The RTO, its qualifications or training products;
• Employment or study outcomes associated with the training product;
• Any government funding entitlements or course subsidies.

5.1.2.3 Ensure all claims made about the course, outcomes, or provider can be substantiated with evidence provided by the RTO.

5.1.3 The RTO will review and approve any changes to marketing materials before they are distributed. The Host School agrees to forward all such materials to the RTO for approval prior to use.

5.1.4 The Host School must not promote any VET course or training product under this Agreement without the RTO’s written approval.

5.1.5 Where the Host School intends to promote a course for future delivery (e.g. the following school year), it must first enter into this Agreement with the RTO before any advertising takes place.

5.1.6 Where the Host School supports the delivery of services under this Agreement (e.g. promotion, enrolment coordination, facilities access), but the RTO retains responsibility for all training and assessment, all student-facing materials must clearly state that training and assessment is delivered by the RTO, with support from the Host School.

5.1.7 RTO Logo Use:
Where the Host School advertises a VET course delivered by the RTO, it must clearly identify the RTO’s full legal name and RTO ID in all marketing and promotional materials, including digital and print formats.

If the Host School wishes to use the “Blueprint Career Development” logo in any materials, it must first obtain written permission from the RTO. Once approved, final versions of the materials must be sent to the RTO’s Compliance Manager for recordkeeping.

5.2 Enrolment

5.2.1 The RTO retains full responsibility for the enrolment process, including systems, compliance, and student data management related to the VET course.

5.2.2 The RTO will provide the Host School with clear and accurate information (in writing or via digital reference) about the training product, services available to students, and the rights and obligations of both students and the RTO.

5.2.3 The Host School will support the enrolment process by identifying students interested in a VET course and promoting RTO-led information sessions for prospective students.

5.2.4 The Host School will take into account any published entry requirements of the VET course when discussing course suitability with students.

5.2.5 The RTO will coordinate all pre-enrolment and enrolment activities, including the provision of course information, facilitation of any required Language, Literacy, Numeracy (LLN) and Digital Literacy assessments, enrolment processing, and management of credit transfers.

5.2.6 The Host School will assist in communicating relevant enrolment deadlines and requirements to prospective students.

5.2.7 Students will complete enrolment via the RTO’s online enrolment portal. Enrolment is only finalised once payment has been received in full through the online system.

5.2.8 Payment must be made at the time of enrolment via credit or debit card. Students will not be granted access to the course until payment is confirmed.

5.2.9 Once a student has commenced the course (accessed the LMS or learning materials), the RTO’s refund policy applies. No refunds will be issued after course commencement unless approved by the General Manager. The Refund Policy can be viewed via this link: REFUND POLICY

5.2.10 For third-party arrangements where the Host School collects and submits enrolments, the Host School must follow the RTO’s established enrolment procedures and return completed documentation within five (5) business days.

5.3 Support and progression

5.3.1 The RTO will maintain responsibility for identifying educational and support needs of students and providing appropriate support services throughout the duration of the VET course.

5.3.2 The RTO will ensure support services are accessible and culturally inclusive. This includes, where applicable, tailored support for:

• First Nations students
• Students with disability
• Students requiring Language, Literacy, Numeracy (LLN) or Digital Literacy support
• Students from diverse cultural or linguistic backgrounds

5.3.3 The RTO will provide or facilitate LLN and digital literacy assessments during pre-enrolment to help determine appropriate support needs and reasonable adjustments.
Note: Students enrolled via Special Schools may not be required to complete a formal LLN and digital literacy assessment where the course has been contextualised.

5.3.4 Where authorised by the student or legal guardian, the Host School will disclose any known educational or support needs to the RTO to assist with planning appropriate support strategies.

5.3.5 The RTO will monitor student progression, and engagement. It will notify the Host School of student non-engagement, and of any concerns regarding a student's ability to meet course requirements.

5.3.6 The RTO will provide the Host School with a report on student progression and completion of units of competency by the end of each school term.

5.3.7 Where the Host School delivers the VET course on behalf of the RTO under this Agreement, the Host School will follow the RTO’s student support procedures and will supervise students and monitor their attendance and progression accordingly.

5.3.8 The RTO will inform the Host School of any material changes to its operations, including changes to the services covered by this Agreement, changes in ownership, or commencement or termination of any related agreements.

5.3.9 The RTO will maintain accessible complaints and appeals policies and procedures and ensure these are available to both students and the Host School.

5.3.10 Handling of Complaints and Critical Incidents
The Host School agrees to notify the RTO, Blueprint Career Development Pty Ltd (Blueprint), as soon as practicable and no later than within one (1) business day of becoming aware of any:

• student complaint or grievance relating to the program;
• behavioural issue that could disrupt delivery or student participation;
• incident involving student wellbeing, safety, or risk of harm;
• workplace health and safety (WHS) concern or breach occurring in connection with the program.

The Host School must provide sufficient information to allow Blueprint to meet its reporting and compliance obligations under the Skills Assure Supplier Agreement and any applicable regulatory frameworks.

5.4 Training and assessment

5.4.1 The RTO will maintain responsibility for the implementation, monitoring, and evaluation of all training and assessment strategies and practices related to the VET course. This includes the development of all course materials, unless otherwise agreed with the Host School.

5.4.2 The training product will be delivered over a period aligned with the school calendar and the delivery model in use: typically, 18 months for Third-Party Arrangements and 12 months for Service Level Agreements. Delivery may occur via face-to-face, blended, or other approved modes, as agreed with the Host School.

5.4.3 Delivery typically includes structured face-to-face hours and self-paced learning components, sufficient to meet the volume of learning for the qualification. Specific hours per course are provided upon enrolment or in program documentation

5.4.4 Where Blueprint trainers deliver the VET course on site, the Host School agrees to provide a suitable classroom environment on school grounds, including desks, chairs, and projection or display facilities, or equivalent resources as agreed with the RTO.

5.4.5 The RTO requires a minimum of 5 and a maximum of 25 enrolled students per group, unless otherwise agreed in writing

5.4.6 Where the RTO delivers the training directly (Third-Party Agreement)
The RTO will deliver the VET course using qualified trainers who attend the school and deliver training in accordance with the approved Training and Assessment Strategy. All assessment will be conducted and marked by the RTO.

5.4.7 Where the Host School facilitates training only (Service Level Agreement)
The Host School will facilitate training using RTO-approved mentor teachers in accordance with the Training and Assessment Strategy provided by the RTO. The Host School must use only RTO-approved learning resources. No assessment will be conducted or marked by the Host School. All assessment evidence must be submitted to the RTO for marking by qualified assessors

5.4.8 Where the Host School delivers and assesses the training (Third-Party Agreement)
The Host School will deliver the training and assess student work using teachers who hold the required vocational and training and assessment qualifications. Training and assessment must be conducted in accordance with the approved Training and Assessment Strategy and using RTO-approved learning and assessment resources. All student assessments must be marked using the RTO’s approved marking guides. The Host School must ensure assessors apply consistent and valid judgements that meet the unit requirements. All marked assessments must be marked within 10 business days of the assessment submission.

5.4.9 Where the Host School delivers and assesses the training (Service Level Agreement), all student assessments must be marked and submitted to the RTO within 10 business days of the assessment due date or student submission. The Host School must use RTO-approved marking guides and ensure assessors apply consistent and valid judgements in accordance with the unit requirements

5.4.10 The RTO will ensure that the number of trainers and assessors, as well as the available facilities, equipment, and resources, are sufficient to support the number of students enrolled — including when these are provided by the Host School.

5.4.11 The RTO will provide students with sufficient learning resources to support the acquisition of required skills and knowledge for the VET course.

5.4.12 The Host School will contribute to the RTO’s quality assurance processes and provide feedback on training delivery, resources, and the performance of trainers and assessors (if applicable).

5.4.13 The RTO will ensure all training and assessment strategies are aligned with current industry needs and reflect up-to-date workplace practices.

5.4.14 The RTO will maintain an assessment system that is fair, flexible, reliable, and valid. All assessment outcomes will be based on evidence that is authentic, current, sufficient, and valid.

5.4.15Workplace Requirements
For qualifications that include mandatory work placement or practical hours (e.g. Hospitality, Sport & Recreation, Volunteering), students must complete the required workplace shifts or hours as specified in the training package or accredited course documentation.

The Host School is responsible for coordinating appropriate work placement opportunities that meet the qualification requirements. This may include supporting students to complete shifts in a school-based enterprise, an external business, or a simulated environment where approved by the RTO.

The RTO will provide guidance on workplace evidence and supervise assessment requirements but is not responsible for sourcing or managing student placements.

5.4.16 Students who do not complete the required workplace component will be ineligible for a full qualification and may instead receive a Statement of Attainment for completed unit

5.4.17Certificate III Entry Requirement
For school-based students enrolling in a Certificate III qualification, a minimum of 80% of the relevant Certificate II units must be completed prior to commencing the Certificate III course.This requirement ensures students have developed sufficient foundational skills and knowledge, and supports progressive, scaffolded learning aligned with the qualification pathway.

5.4.18 Where students have not yet completed 80% of the Certificate II, their Certificate III enrolment may be deferred until satisfactory progression is achieved, as determined by the RTO.

5.4.19 The RTO may offer recognition of prior learning (RPL) in selected programs where students present suitable evidence of prior competence. For school-based programs, RPL is generally not offered.

5.4.20 The RTO will offer Credit Transfer to students who provide valid AQF certification for units of competency previously completed through another RTO. Students must submit copies of official Statements of Attainment or qualifications for verification prior to course commencement or during enrolment.

5.4.21 The RTO will ensure that all trainers and assessors undertake ongoing professional development relevant to both their vocational area and their training and assessment practice. This includes maintaining industry currency, staying up to date with competency-based training and adult learning methodologies, and meeting credential requirements as outlined in the RTO’s Trainer and Assessor Policy and in accordance with the Standards for RTOs 2025.

5.4.22 The RTO will inform the Host School immediately of any changes to the accreditation or scope status of the VET course and advise on arrangements to manage any required transition or teach-out process.

5.4.23 The RTO will provide the Host School with reports, data, or other requested information to enable monitoring of student participation and evaluation of course delivery and RTO performance.

5.4.24Where the RTO delivers the training directly (Third-Party Agreement)
The RTO will provide professional development (PD) to Host School teachers who assist as mentors during RTO-led VET course delivery. This includes induction, access to training and assessment strategies, course materials, and scheduled coaching to support classroom engagement and student outcomes. PD is included in the program fee, and teachers are expected to participate in scheduled sessions to maintain delivery quality and ensure alignment with RTO compliance requirements.

5.4.25Where the Host School facilitates training only (Service Level Agreement)
The RTO will make professional development available to Host School mentor teachers on a fee-for-service basis. This may include support in the use of RTO-approved materials, engagement strategies, and delivery expectations. PD sessions may also include formal credentialing (e.g. TAE40122 Certificate IV in Training and Assessment) or industry currency activities, subject to approval and scheduling by the RTO.

5.4.26Where the Host School delivers and assesses the training (Third Party)
Host School teachers who are delivering and assessing VET courses must participate in professional development (PD) as scheduled by the RTO. These sessions are designed to support consistent delivery, uphold assessment integrity, and ensure alignment with the RTO’s standards and compliance obligations.

Teachers are required to complete PD activities within the designated timeframes. If PD requirements are not met by the due date, system access (e.g. aXcelerate or other delivery portals) may be temporarily suspended until PD currency is restored. This measure helps ensure that all assessors are appropriately supported and operating in line with national training standards.The RTO will provide advance notice of all scheduled PD activities and is committed to supporting teachers with flexible options for completing their professional development.

Note: This Agreement outlines all delivery, support, and assessment responsibilities under both Service Level and Third-Party delivery models. A separate Training and Assessment Strategy (TAS) is not required, as these operational details are fully integrated into the body of this Agreement.

6 Monitoring Arrangements

6.1 The RTO will systematically monitor the delivery of services under this Agreement to ensure compliance with the Standards for RTOs 2025. Monitoring activities may include review of facilities, delivery and supervision practices, training resources, enrolment processes, marketing materials, student support, and staff credentials.

6.2 All Host Schools — regardless of delivery model — must demonstrate access to the facilities, equipment, and resources required by the relevant training product, as outlined in the RTO’s Resource and Equipment Checklist. This will be verified prior to delivery and through ongoing monitoring.

6.3 Any school staff involved in supporting or delivering training must not only have current industry knowledge and experience (industry currency) but must also maintain this currency on an ongoing basis. The RTO will verify this through regular documentation checks and discussions with Host School staff.

6.4 Where the Host School is involved in training delivery (under either SLA or Third-Party arrangements), the RTO will monitor not just who is listed to deliver, but that delivery is actually occurring, is structured, and is aligned with the agreed training and assessment strategy. The RTO will also confirm that staff meet credential requirements in line with the RTO’s Trainer and Assessor Policy and the Standards for RTOs 2025.

6.5 The RTO may conduct site visits, observations, interviews, or documentation reviews to assess delivery quality, support practices, and overall compliance

6.6 If concerns arise — including inadequate delivery (e.g. students left to work without instruction), lack of supervision, or expired/insufficient industry currency — the RTO will engage with the Host School to develop a documented improvement plan. Progress will be monitored until satisfactory resolution is achieved.

6.7 Monitoring and Compliance Reviews.

6.8 The RTO will implement a documented monitoring process to ensure the quality and compliance of all delivery models under this Agreement.

6.9 The RTO will conduct formal compliance reviews at least every 12 months. These reviews may include post-assessment validation, trainer credential validation, review of student progress data, and verification of facilities, equipment, and support services.

6.10 All monitoring activities will be documented by the RTO and made available to the Host School or regulators upon request.

7 Funding Compliance Responsibilities

The RTO is approved to deliver subsidised training and agrees to comply with all relevant contractual, policy, audit, and regulatory requirements, including but not limited to:

• Conducting internal compliance reviews for all third-party delivery sites and Host School providers, as per funding requirements.
• Reporting any changes to third-party delivery arrangements in line with regulatory requirements.
• Ensuring all personnel involved in training and assessment, including school staff supporting delivery have vocational competencies, and maintain professional currency in accordance with the relevant standards.
• Maintaining a continuous improvement register and supporting records such as internal audit schedules, trainer registers, and post-assessment validation, n outcomes.
• Charging, documenting, and collecting student fees in accordance with applicable policies and accurately reflecting these in AVETMISS and enrolment records.
• Supporting learner access to current fact sheets and guidance materials, and ensuring accurate recording of enrolment, delivery mode, training location, and other required data.
• Ensuring that all third-party delivery arrangements are formally documented, fully disclosed to relevant parties, regularly monitored, and aligned with the conditions of the provider’s agreement.

8 Staff Credentialing Support (Optional Services)

Where agreed, the RTO may offer training and assessment qualifications (e.g. TAE40122Certificate IV in Training and Assessment) and/or relevant industry qualifications to Host School staff as a separate service.

All credentialing arrangements will be confirmed in writing and included as part of the Schedule or Appendix to this Agreement, where applicable.

• For Third-Party Arrangements, this may be included as part of the agreement package where staff do not currently hold the required credentials and need to meet compliance requirements.
• For Service Level Agreements, Host School teachers may access these qualifications on a fee-for-service basis if they wish to upskill or transition into a compliant trainer/assessor role.

All credentialing arrangements will be confirmed in writing and included as part of the Schedule or Appendix to this Agreement, where applicable.

9 Record-keeping Procedures

9.1 The RTO is responsible for the secure management of student records and enrolment data in accordance with the Standards for RTOs 2025 and AVETMISS reporting requirements. All enrolment information must be submitted to the RTO in a timely manner to ensure accurate data entry into the RTO’s AVETMISS-compliant student management system.

9.2 All completed assessment evidence must be submitted to the RTO for marking (if not already assessed by the RTO) and for secure storage in accordance with retention requirements. The Host School must not destroy or withhold any assessment evidence without written direction from the RTO.

10 Loss of student numbers

10.1 The RTO and the Host School acknowledge that students may leave a course at any time.

10.2 For Fee-for-Service (FFS) students only:
If a student cancels prior to the commencement of training, a refund will be issued, less a $50 enrolment fee to cover administrative and bank processing costs. This applies per student, per course.

10.3 If a course becomes no longer viable due to a significant drop in student numbers, the RTO and the Host School will meet to determine a plan that allows remaining students to complete the course without disadvantage. Options may include combining cohorts, adjusting delivery modes, or alternative scheduling.

10.4 Where a student initially enrolled in a subsidised funded course elects to transfer to a Fee-for-Service (FFS) course, the RTO reserves the right to charge a transfer administration fee of $150 to cover the cost of withdrawing from the funded arrangement and re-enrolling in the new course.

10.5 This policy reflects the administrative effort involved and the ineligibility of students to access funding for the same course more than once.

11 Completion

11.1 The RTO will maintain responsibility for issuing secure certification, including statements of attainment and qualifications, and for ensuring student participation in the Unique Student Identifier (USI) scheme, in accordance with national requirements.

11.2 The RTO will provide the Host School with student results and outcomes within 30 days of course completion, to support the accurate recording of credit toward the Queensland Certificate of Education (QCE) or other relevant senior certification.

11.3 Where the Host School delivers the training under a Service Level Agreement, the Host School will implement the RTO’s approved procedures for collecting and forwarding assessment evidence to the RTO for marking and certification. The RTO remains responsible for issuing all results and certification.

11.4 The RTO and the Host School will cooperate to evaluate the VET course and its outcomes and will document and implement any agreed actions to support continuous improvement in training and assessment strategies, student experience, and course delivery.

12 Insurance & Indemnity

12.1 Each party must effect and maintain the following insurances for the duration of this Agreement.

12.2 Public Liability Insurance with a minimum coverage of $20 million per occurrence, with no limit on the number of claims in aggregate; and
Workers’ Compensation Insurance as required by applicable legislation.

12.3 Each party agrees to indemnify the other party against any claim, cost, loss, liability, or damage arising from personal injury or property damage caused by its own acts or omissions in connection with this Agreement. This indemnity does not apply where the injury, loss, or damage is caused by the negligence or misconduct of the indemnified party.

12.4 The indemnity under clause 10.2 will be reduced proportionally to the extent that the loss, damage, or injury was caused or contributed to by any act or omission of the indemnified party, or its employees, agents, or contractors.

12.5 A party claiming loss or damage under this Agreement must take reasonable steps to mitigate such loss or damage. The other party will not be responsible for any portion of loss or damage that could have been avoided through reasonable mitigation.

12.6 Neither party will be liable to the other for any consequential, incidental, or indirect loss arising from a breach of this Agreement.

12.7 The Host School agrees to indemnify and hold harmless the RTO, from and against any and all claims, liabilities, losses, damages, or costs (including legal fees on a full indemnity basis) arising directly or indirectly from:

• the Host School’s failure to provide adequate supervision of students while participating in the program;
• the Host School’s failure to maintain facilities or equipment in a safe and compliant manner;
• any act, omission, or breach of this Agreement by the Host School, its employees, or representatives;
• any non-compliance by the Host School with applicable laws, Departmental requirements, or Program Rules associated with the Career Ready – VET in Schools initiative.

This clause survives the termination or expiration of this Agreement.

13 Confidentiality

13.1 The Host School must keep confidential:

(a) all information provided by the RTO, except where disclosure is required to perform services under this Agreement or by law; and:
(b)
the terms of this Agreement.

13.2 The RTO must keep confidential:

(c) all information provided by the Host School, except where disclosure is required to perform services under this Agreement or by law; and
(d)
the terms of this Agreement.

14 Intellectual Property

14.1 The RTO retains full ownership of all intellectual property rights in training and assessment resources, forms, templates, documents, and other materials provided to the Host School under this Agreement. These materials may not be reproduced, adapted, or distributed without prior written consent from the RTO, except as required for delivery under this Agreement.

14.2 The school owns and retains all right, title and interest to training and assessment resources, forms, templates, documents and other materials provided to The RTO as part of this Agreement.

14.3 Where training and assessment resources, forms, templates, documents, or other materials are developed collaboratively by both parties under this Agreement, ownership of such jointly created intellectual property will be shared equally, unless otherwise agreed in writing

15 Assignment and Subcontracting

15.1 The Host School must not assign this Agreement, in whole or in part, or transfer any of its rights or obligations under this Agreement without the prior written consent of the RTO. The RTO may grant or withhold such consent at its sole discretion.

15.2 The Host School must not assign this Agreement, in whole or in part, or transfer any of its rights or obligations under this Agreement without the prior written consent of the RTO. The RTO may grant or withhold such consent at its sole discretion.

15.3 The RTO will not subcontract the delivery of training or assessment services under this Agreement to any third party unless:

(a) it is expressly permitted in this Agreement; or
(b)
the Host School provides prior written consent.

In either case, the RTO remains responsible for ensuring compliance with the Standards for RTOs 2025 and the performance of its subcontractors.

16 Conflict of interests

16.1 The RTO warrants that, to the best of its knowledge, the RTO or its employees do not have any direct duties or interests that will create, or may be reasonably expected to create, a conflict with the obligations under this agreement.

16.2 The RTO warrants that during the period of this agreement neither the RTO nor its employees will do anything that will result in the RTO or its employees having a duty or interest that will create or may be reasonably expected to create, a conflict with the RTO obligations under this agreement.

17 Notices

17.1 A notice under this Agreement must be in writing and sent by prepaid mail, or electronic mail to the party at the address specified or such revised address

17.2 A party which changes its address or email address must give notice of that change to the other party.

17.3 The RTO must be immediately notified of any change to any business trading name of the Host School.

17.4 A notice is deemed to have been received:

(a) if sent by prepaid post, two (2) business days after the date of posting; or
(b)
if sent by email, at the time the email was successfully transmitted, unless a delivery failure notice is received by the sender.

18 This document is the entire agreement

18.1 This Agreement, its schedules and annexures:

(a) Constitute the complete and full agreement between the parties as to its subject matter; and
(b)
Supersedes all prior agreements, understandings, representations, or communications between the parties, whether oral or written, unless expressly stated otherwise in this Agreement Variation

18.2 This Agreement may only be varied by written agreement signed by both parties. No verbal agreement, email exchange, or informal communication will constitute a valid amendment to this Agreement.

18.3 Requests to vary any aspect of this Agreement must be submitted using the RTO’s Variation Request Form. The RTO will review and respond in writing within a reasonable timeframe. No variation takes effect until approved in writing by the RTO.

19 Terminating this agreement

19.1 Either party may terminate this Agreement at any time by providing six (6) months’ prior written notice to the other party.

19.2 The RTO may terminate this Agreement immediately by written notice if the Host School commits a material breach of this Agreement. Without limiting what may constitute a material breach, the following conduct may be grounds for immediate termination:

(a) engaging in dishonest practices, including falsification of enrolment data or assessment outcomes;
(b)
knowingly recruiting students in conflict with another provider’s obligations or student support needs;
(c)
representing or implying accreditation, services, or arrangements that do not reflect the approved scope of the RTO; or
(d)
failing to comply with the Standards for RTOs 2025 or any directions provided by the RTO to ensure compliance.

19.3 The RTO may terminate this Agreement by providing sixty (60) days’ written notice if the Host School does not refer or enrol any students during a full calendar year.

19.4 Upon termination of this Agreement, the Host School must:

(a) submit all enrolment applications received prior to the termination date; and
(b)
immediately cease using all RTO-supplied marketing, promotional, and course materials and return all such materials to the RTO by registered mail or courier.

19.5 Termination of this Agreement does not affect any accrued rights, liabilities, or remedies of either party existing at the time of termination.

20 Governing law

20.1 This Agreement is governed by and construed in accordance with the laws of the State of Queensland, Australia.

20.2 The parties submit to the non-exclusive jurisdiction of the courts of Queensland and the Federal Court of Australia for the resolution of any disputes arising under or in connection with this Agreement.

20.3 Each party agrees to comply with all applicable laws, regulations, and requirements relevant to the operation and delivery of vocational education and training under this Agreement, including but not limited to:

Vocational Placement Overview

To satisfy the training and assessment requirements of the SIT30622 Certificate III in Hospitality, students must complete 36 service shifts in either real or simulated hospitality environments. These placements are essential for assessing practical competency in a service setting.

Host School Responsibilities

The Host School must coordinate and facilitate hospitality service placements that align with the requirements of the qualification. This includes:

  • Sourcing and organising service environments that provide authentic, structured hospitality experiences.

  • Ensuring all placements allow for observation and assessment of students in realistic customer-facing roles.

Vocational Placement Activities

Across the 36 shifts, students must be given opportunities to demonstrate the following competencies:

  • Interact with and respond positively to multiple customers in a service setting.

  • Operate with speed and efficiency, completing varied service tasks across different contexts.

  • Identify and escalate issues in accordance with organisational procedures.

This qualification reflects the role of individuals who have a defined and limited range of tourism operational skills and basic industry knowledge. They are involved in mainly routine and repetitive tasks and work under direct supervision.

This qualification provides a pathway to work in many tourism and travel industry sectors and for a diverse range of employers including travel agencies, tour wholesalers, tour operators, holiday parks and resorts, attractions, cultural and heritage sites, and any small tourism business.

Work could be undertaken in an office environment where the planning of tourism and travel products and services takes place, in the field where products are delivered, in performing operational activities such as housekeeping, grounds maintenance and providing customer service, or a combination of these.

Overview:

Funding and Program Compliance Requirements

The Career Ready – VET in Schools program is funded by the Queensland Government under the VET Investment Plan and governed by the Program Rules and conditions of the Skills Assure Supplier Agreement.

Blueprint Career Development Pty Ltd (Blueprint), as the contracted Skills Assure Supplier, is responsible for ensuring compliance with these rules and funding conditions.

The Host School agrees to support Blueprint in meeting these obligations by fulfilling its responsibilities outlined in this Agreement, including attendance monitoring, supervision, student conduct management, and cooperation during audits or reviews initiated by the Department of Training and Employment (DTET).

RTO Responsibility and Third-Party Arrangement

The Host School acknowledges that it is acting as a third-party delivery site to support the delivery of the Career Ready – VET in Schools program/s, under a third-party arrangement with the RTO.

Blueprint Career Development Pty Ltd (Blueprint) is the Registered Training Organisation (RTO) of record, and an approved Skills Assure Supplier under contract with the Department of Employment, Small Business and Training. Blueprint retains full responsibility for:

  • student enrolment, training, assessment, and the issuance of qualifications or statements of attainment.

  • compliance with the Standards for RTOs 2015 (or equivalent), the Skills Assure Supplier Agreement, and all applicable legislation and program requirements.

The Host School agrees to provide delivery support in the form of venue access, student supervision, and general operational assistance in accordance with this Agreement but does not assume any responsibilities as an RTO.

Marketing and Public Communications

The Host School must not use the Queensland Government logo, the Skills Assure Identifier, or any other government or RTO branding in promotional materials without prior written approval from the RTO.

The Host School must not imply or represent that it is the provider of the accredited training, assessment, or certification for the Career Ready – VET in Schools program.

Any co-branded marketing materials, flyers, social media posts, or public communications relating to the program must be reviewed and approved by the RTO prior to publication.

The Host School agrees to ensure all references to the program acknowledge Blueprint Career Development as the RTO and reflect the government-funded nature of the training, as required by the Skills Assure Supplier Agreement and applicable program guidelines.

Promotional use of student images must align with this Agreement’s marketing and public communications requirements.

Record-Keeping and Audit Participation

The Host School agrees to accurately maintain student attendance records, supervision logs, and any other program-related documentation required by the RTO for compliance purposes.

The Host School must:

  • ensure all relevant records are completed accurately and in a timely manner

  • submit such records to the RTO as requested, in accordance with the program schedule or on demand

  • cooperate with the RTO and the Department of Trade, Employment, and Training (DTET) during audits, reviews, or investigations, by providing access to documentation, staff, and facilities if required

Blueprint will retain all records in accordance with its obligations under the Skills Assure Supplier Agreement.

  • RTO Compliance & Professional Development:

    • Participating in The RTO’s scheduled PD, validation, and post-assessment validation,Maintaining up-to-date evidence of trainer credentials (e.g. Trainer Matrix, PD logs)

    ✔️ Trainers are subject to monitoring and must follow Blueprint’s assessment system and policies

  • RTO Responsibilities:
    ✔️ Provide all delivery and assessment materials
    ✔️ Offer initial induction, ongoing coaching, and compliance support
    ✔️ Conduct six-monthly third-party monitoring
    ✔️ Manage student records, AVETMISS reporting, and issue Statements or Qualifications

Additional Notes:

  • The RTO manages records, government reporting, progress tracking, and student certification

  • Simulated workplaces (e.g., Blueys Café, TrueBlueHQ, GreenThumbs, Sport Stars) provided for contextualised delivery

  • Optional student invoicing by The RTO to reduce admin burden

3. Program and Course Fees

3.1 Program Fee (per Qualification)

What is the Program Fee?

The Program Fee is a once-off charge per cohort (not per student) that helps cover the overall setup and delivery of the VET course at your school. It ensures everything runs smoothly behind the scenes so you can focus on teaching.

This fee supports:

  • Planning and coordinating course delivery with your school

  • Trainer onboarding and support

  • Customising learning and assessment resources to suit your students

  • Managing student progress, compliance checks, and reporting

It’s separate from the Course Fee, which applies per student and covers their individual training and certification.


3.2 Course Fee (per student)

Fee for Service

The Course Fee is a per-student fee that covers the full training and assessment experience for each learner enrolled in the VET course.

This fee includes:

  • Access to all training materials and resources

  • Assessment marking and feedback

  • Recordkeeping, progress tracking, and certification upon completion

Each student enrolled in the course under the Fee-for-Service model is charged this amount. It ensures students receive a complete, high-quality learning journey that meets all RTO and compliance requirements.

  • Resource Allocation Model - where eligible, a portion of funding is allocated to hospitality-related materials or activities to support student learning.

  • Low-Cost Certificate III Qualifications - designed for students progressing from Certificate II to Certificate III at minimal cost.

Resource Allocation for Host Schools

Host Schools can use the Resource Allocation Model to make strategic use of Career Ready funding while supporting engaging, hands-on learning experiences for students. This model allows schools to reinvest into the program based on units of competency (UOC) completed by VETiS-funded students.

How It Works

The Resource Allocation Model consists of two parts:

  1. Resource Budget – linked to each completed unit of competency (UOC)

  2. Completion Budget – payable upon full qualification completion

This model is available for eligible Certificate II programs when a minimum of 15 QLD Government SAS Funded Career Ready students are enrolled and complete the qualification.

Both components are designed to help Host Schools support program delivery and student completion, while maintaining alignment with funding and compliance guidelines.


Part 1 - Resource Budget

  • $20 per completed UOC, per student

  • Funds may be allocated to support delivery needs, such as:

    • Hospitality or sport-specific equipment

    • Student uniforms and consumables

    • Relevant excursions, events, or applied learning activities

  • Funds must be used solely to support students enrolled in the qualification under QLD Government SAS Funded Career Ready

Note: This budget does not apply to students enrolled under Fee-for-Service (FFS) arrangements


Part 2 - Completion Budget

The Completion Budget supports Host Schools in managing end-of-course responsibilities associated with students who successfully complete all units of competency within their qualification.

Host Schools are eligible to receive the completion budget once a student has met all requirements for the full qualification.

This budget is intended to assist with:

  • Coordinating final student submissions

  • Supervising completion milestones

  • Supporting administration and recordkeeping

  • General wrap-up activities related to program finalisation

Low-Cost Certificate III Qualifications

Developed for motivated students. Structured for real-world school delivery.

Students who complete a Certificate II qualification using Queensland Government SAS Career Ready funding often wish to continue their training pathway into a Certificate III qualification within the same industry stream. To enable this progression while maintaining accessibility, the RTO offers a Low-Cost Certificate III model.

This model provides a streamlined, cost-effective approach for Host Schools to support students seeking advanced training, while ensuring ongoing compliance with VET funding and delivery standards.

Delivery Structure

  • The Certificate II qualification is delivered under the Queensland Skills Assure Supplier (SAS) Career Ready funding model, with a minimum of 15 funded enrolments per cohort.

  • Upon completion, students may be offered the opportunity to enrol in the Certificate III qualification, delivered under a Low-Cost Certificate III model governed by a Service Level Agreement (SLA).

Under this model:

  • The Host School provides the teacher and facilitates the delivery of training content.

  • Blueprint Career Development, as the RTO:

    • Retains responsibility for assessment, compliance, certification, and reporting

  • Provides system access and marking services

  • Does not provide in-person visits or face-to-face delivery support

Students who have previously completed a lower-level qualification (e.g. Certificate II in Hospitality, Tourism, or Sport and Coaching) may be eligible to upgrade to a related Certificate III qualification. Credit Transfer will apply to matching units, and students will only need to complete the additional units classified as new learning.


Upgrade Delivery Model

This upgrade pathway is delivered under a Service Level Agreement (SLA):

  • The Host School provides the teacher and delivers the training.

  • The RTO marks assessments and issues certification.

  • No in-person visits or onsite support are included in this model.

To support Queensland Certificate of Education (QCE) credit allocation, students must complete new units in the higher qualification. The newer units studied, the more QCE points can be awarded. Final QCE credits are determined by QCAA based on the number of new units successfully completed in the Certificate III qualification.
